What are HOA Rules and Regulations?

How do Rules and Regulations differ from CC&Rs?
The Covenants, Conditions, and Restrictions (CC&Rs) are the foundational, legally recorded rules of the land, which are difficult to change. Rules and Regulations are more fluid, operational guidelines that the Board of Directors can adopt, amend, or remove with a simple majority vote to address immediate community needs.
Can the board create a rule that bans short-term rentals?
