Los Angeles HOAs by the Numbers
On top of California law, Los Angeles sets its own fire and seismic deadlines. These are the dates and timelines most likely to shape your board’s budget and maintenance calendar.

What Los Angeles HOA Boards Should Know
On top of California law, Los Angeles adds its own building and fire rules. These are the ones most likely to land on a board’s agenda.
Seismic retrofit orders
LA’s soft-story program covers pre-1978 wood-frame buildings with ground-floor parking, and orders for condo buildings began going out in November 2017. Owners get 2 years to submit plans, 3.5 years to pull permits, and 7 years to finish. Older concrete buildings fall under a separate program with a 25-year window.
For your board: check whether your building has an Order to Comply and plan funding early. A special assessment above 5% of budgeted expenses needs a member vote.
Brush clearance in hillside areas
Properties in the city’s Very High Fire Hazard Severity Zone must keep vegetation cleared within 200 feet of structures year-round. LAFD inspects each spring. A parcel that fails a second inspection is charged a $758 non-compliance fee, and the city can clear it with contractors and bill the owner.
For your board: schedule clearance of common-area slopes before May 1 every year, and keep records for your insurer.
Rebuilding after the Palisades Fire
Since January 1, 2026, California’s SB 625 voids HOA rules that block rebuilding a substantially similar home after a declared disaster, and it requires a streamlined review of rebuild applications.
For your board: replace vague architectural rules with objective design standards and set a clear rebuild review process.
Energy benchmarking for large buildings
Under LA’s Existing Buildings Energy and Water Efficiency (EBEWE) program, privately owned buildings of 20,000 square feet or more, including many condo buildings, must benchmark energy and water use every year and complete audits or retro-commissioning every five years.
For your board: confirm your building’s EBEWE status and due dates with LADBS so filings don’t lapse.

What HOA Management Costs in Los Angeles
Most California associations pay about $10–$20 per unit per month for professional management, and Los Angeles fees tend to run toward the higher end of that range. High-rises with staff, elevators, and amenities often use a different fee structure, so compare proposals on scope as well as price.

Los Angeles HOA Management FAQ
Do Los Angeles condo buildings need seismic retrofits?
Some do. LA’s soft-story program covers wood-frame buildings of two or more stories built under pre-1978 codes with ground-floor parking or similar open space; it does not apply to residential buildings with three or fewer units. Concrete buildings permitted before January 13, 1977 fall under a separate non-ductile concrete program. LADBS sends an Order to Comply with deadlines for plans, permits, and construction.
What are the brush clearance rules for LA HOAs?
Properties in the city’s Very High Fire Hazard Severity Zone must keep brush and hazardous vegetation cleared within 200 feet of structures year-round. LAFD sets a yearly compliance date (May 1 in 2026) and inspects in May and June. A parcel that fails a second inspection is charged a $758 non-compliance fee, and the city can clear it with contractors and bill the owner.
Can an HOA block rebuilding after a wildfire?
Not under current California law. SB 625, effective January 1, 2026, voids governing-document provisions that prohibit rebuilding a substantially similar home destroyed or damaged in a declared disaster, and it requires a streamlined review of rebuild applications.
